In 2371, Dukat talked to the Ministry of Justice about not having Thomas Riker executed for his attacks on Cardassian targets using the USS Defiant. Commander Benjamin Sisko later noted that convincing the Justice Ministry took "some" doing. (DS9: "Defiant")
Several weeks later, Legate Turrel admitted that there were still Bajorans being held by the Ministry, detained for "crimes against the state", who had not been released after the Occupation of Bajor ended. (DS9: "Life Support")
