A 9-item questionnaire was given to registering students for fall and spring 1969. For easier handling, its form was changed for the next semester. By accident, the two versions were handed out and 687 students answered both in quick succession. The staff decided to compare the two forms to see if the answers differed. Two questions were considered unsuitable for comparison. For the other seven, the frequency of differing replies ranged from 16 to 66%. Three possible explanations were offered:...

Questionnaires often ask for estimates, and these estimates are given with different reliabilities. It is difficult to know the different reliabilities of single estimates and to take these into account in subsequent analyses. This paper contains a practical example to show that not taking the reliability of different responses into account can lead to erroneous conclusions. A solution is suggested in which two estimates are requested that are then used as upper and lower bounds. The mean of...

The study examined how response rate to a mailed questionnaire was influenced by the socioeconomic status (SES) of respondents (high, middle, or low); amount of payment of a monetary incentive (none, $1, or $2); and time of payment (prepaid or promised on return of the completed questionnaire). Subjects were 125 adults in Cache County, Utah at each SES level. Higher payment elicited more returns than lower payment, prepayment elicited more than promised payment, and high-SES subjects returned...

Many different techniques have been used to increase response rates to surveys. In this study, Federal Express overnight service was used to test the effectiveness of express mail in stimulating response to a mail survey of 132 physicians. The sample was randomly split into two groups. One group received the initial mailing by Federal Express while the other group received the survey by regular first class mail. The average cost per complete survey for Federal Express was $27.07, and for first...

The advantages of the adversary evaluation model are argued. Adversary evaluation utilizes a judicial, argumentative approach and promotes the use of multiple types and sources of data. It grants an investigative license to dig out the data to a greater extent than more traditional approaches. Some of the payoffs of the adversary approach are: (1) the critical input of colleagues is considered at the most opportune time--prior to actual investigation; (2) the inclusion of provocative questions...

This study explored seven possible techniques for improving the rate of returns for a questionnaire study with special concern for collecting information through high school follow-up studies. It evaluated these techniques using two criteria: their effectiveness in improving returns and their cost-effectiveness. The results suggest that a school district planning to conduct such a study should orient those who will be involved prior to their leaving school. It further suggests that prior to...

Presented at the American Educational Research Association (AERA) Conference in San Diego in May 2005. This presentation explores the issues and problems with declining response rates to the questionnaire once test registration moved from paper format to a web platform. A decline would affect research over time so interventions were put in place to increase future response rates.
