Put the files in there folders

the file named defiant must go in the file path C:\Program Files\Activision\Star Trek Armada II\odf\ships
the file name marked "fed" must go in the file path C:\Program Files\Activision\Star Trek Armada II\odf\other
any sod files in the file path C:\Program Files\Activision\Star Trek Armada II\sod\
any texture files in the file path C:\Program Files\Activision\Star Trek Armada II\texture\
Add these lines to your sprite file C:\Program Files\Activision\Star Trek Armada II\Sprites\

fdefiantw1 fedwireframe02 0 0 48 48
fdefiantw2 fedwireframe02 48 0 48 48
fdefiantw3 fedwireframe02 96 0 48 48
fdefiantw4 fedwireframe02 144 0 48 48

and now your done

I didnt include a tech files because this ship will become one of your starting units
