Defiant/Incursion-Class adjustment

This is a slight mod of the Defiant/Incursion-Classes. I made them a bit smaller, but adjusted the weapons slightly to increase firepower just a bit. I have also adjusted the fire rate on the pulse phasers creating two different fire rates that have a slight delay between them.
